I think that a Team Insta Deadmatch or a TDM, and if you can improve put skins for one team and skins for the other team

as example for red team police skins and for blue team other skins like thieves

like the zomb skins in ZOMB 2.0

that would be pretty good

I think the mod you are looking for is CITY, isn't it? But its not public, so you wont be able to have a server with that mod. Sorry if i destroyed your dreams :>

Btw: Use B|City - There are Police's and Terrorists, too. And its a public mod.
