No currently in 0.6.4 you still need to run the dilate and borderfix scripts on assets. I do not know what assets need these scripts, but in 0.7 you will no longer have to run these scripts on the assets. The old art already had already had these script ran on them and the devs did not have the source files so I recreated them all for them.

yes, thanks, I am interest in because I want to make a mod with others graphics, so it is great now, I can use original textures and mapres and skin images without need of dilate and borderfix scripts... thanks to teeworlds developers smile

Just the version that is under development. All 0.6.x versions still need it.
