FMOD Non-Commercial License, which allows software not intended for commercial distribution to use FMOD for free.

your allowed to use it for non-commercial use. you dont make money from your mod do you?

start the client once, close it

press windowskey and R at the same time, write %AppData%\Teeworlds and press Enter
