I want to make a Tetris Instagib + Hooktune Server

I have the Tetris map  but I need the Instagib Mod and the Mod for these Comments :

tune hook_length 99000000
tune hook_fire_speed 250
tune hook_drag_accel 5
tune hook_drag_speed 50

Istagib:

sv_instagib 0
sv_instagib_dmg 1
sv_instagib_bouncedmg 1
sv_instagib_explode 0

What must i do to setup the mods?
