Monsters Mod-Weapons Tunining,Ammo,and Voting

Hi,i've just downloaded Monsters Source and i'm unable to control the vote options like get ninja-10 points
can't decrease or increase it
+idk how to modify tuning and ammo (make it infinite),any help please?
and please make it simple cuz i'm not a programmer
