Had this problem once, the audio sample rate was set to a too high value.
Haven't tried it with Windows 10 yet, though.

I just loaded TeeWorlds up on my brothers computer and I did not experience this.

Check out what sampel rate uses the audio driver on Windows 10, and set the rate in teeworlds to the same value. Common values are 41100 and 48000 (maybe try 81000 and 96000 too).

If the sample rates in teeworlds and the audio driver differs, the teeworlds sound becomes very weird.
