I also have some ideas, ( not all weapons ) for example:
1. I know the damage and unhookable tiles are going to be added. I though about another type of such a tile: slippery tile. ( its easiest to imagine ice and/or oil ). And what does the tile do ? u keep ur speed without pressing any key, and can even gain some if moving forward. De/Acceleration is slower like on normal ground, so braking when going very fast is _almost_ unpossible ( i know its im ). Would be cool especially for races and ctf too.
2. There should be and easy and elegant way of exchanging the flag within a team. The only possible solution so far is killing urself either with nades or "kill" with a teammember standing nearby waiting to pick the flag up. Thats not very nice, some even call it cheating
. Im not sure about the solution to this, but maybe something like: if 2 tees hook _eachother_ and hold it for 1 sec then they exchange the flag ( given one of them had it ). Im awaiting ur ideas regarding this since this is not a perfect solution.
3. the swapper suggested by borsuk ( thats how i _imagine_ it ):
behaves like laser ( can bounce ). when it hits it exchanges ur position with the hitted one. It exchanges armor and health and ammo ( not weapons just ammo ) to ur good. For example if u have more health that the victim, it wont exchange it, but if u have less it will. I think this is necessary since the weapon itself does not do any damage, and while ur using it ur risking to be hit by some nades and stuff.
4. We already have lots of suggestion regarding weapons/powerups but all of them are for invidual use only. It would be nice to come up with something which could make the teamplay more ... fun. I have no idea what it could be
but i know we need it ( only thing getting in my mind from other games is the link gun from the UT series )

Descripshun: Hana is a medium sized fast paced T/DM map having nice and fast movement abilities and enough supplies to keep u rollin. It is made using the standard grass tilesets plus some clouds. Hope ull enjoy it !

Censoring is a bad idea. Too much languages, and too much possibilities. ( F0ob@r, net slangz ) I think it was already discussed. The other i cant help u with.

Afaik u can set to be warned when a server runs non-standard tuning. ( Almost ) Everything else depends on the map hosted.
Still buffer overflow with killing spree displaying, if spree is more than 35.

The separation is a very good idea. I suffer from the issues you mentioned (bg/fg sep) a lot. I can only play with high details turned off because _even_ the stock maps have too much eyecandy. For example its impossible for me to play ctf2 with all those stars. But turning high detail off is a statisfying solution for me, the only problem is some mapmakers dont care about moving the doodads to detail. :<
Idk how about u install some net-statistics tool and view it on ur own ? Decrease ? I have one idea xD Modify ur server to ignore chat messages.
If u call that fun, try playing with closed eyes ... maybe ull find that fun too. oO
If the server is urs and u need to rcon it for real, like saving the world or something u can always cut the connection of some random guy on lower level than the game. Reserved slots is implemented in some mods, but people tend to misuse it having 6 or more of them not letting people play.
Very good idea. I have thought about the exact same and posted here but noone was interested in it. Maybe ull have more luck. 
Tunnels are only good if u/ur team is/are the only one/s who know about it. Its a real challenge to make use of such a tunnel without the others noticing that something is not okay. Other that this 'fun' part they are totally useless and unfair for people not knowing about them.
Ofcourse u can if its not against the rules of ur shell provider. U need to know the system u have shell on, then download the binary / source, install / compile it, and start the server. The password stuff can be done via the config file or remote console. Also u will need to handle the port forwarding: ask the admin to forward the port u need, or choose a non-standard but forwarded one.
