Try banning the IP range (omit the last digits of the IP).

Some rooters you can shutdown for ten seconds and then it will gives you a new ip adress so you will be able to connect the server again.

I play in teeworlds and I kick a hacker console say he banned 5minutes and he come back to server 10sec
How this?
He pre set his clock in computer?
