No, it's just a bind. With a bind you can automate some operations on the keys, for example using the emote when shooting.
It's just annoying and I don't suggest you to do the same but if you really want:

I can see that some people can play whit Emoticon over there heads all the time*

Do they press "Emoticon" button or there is some sorts program that autoclick..

Also when fast spinning, they press on the same Emoticon.

Maybe this is just "skills" ?
