With this patch the server listens on a specific port and you can connect with socat/gnutls-cli and use the full "rcon console". But it needs some knowledge in creating SSL keys and certificates.

Doing rcon with "a simple tool" is currenly not possible with 0.4.3. The server doesn't listen on a specific port waiting for incomming remote-connections and doing a "rcon-protocol". So there are changes on tw-code needed to challenge this.

You could however create a quick&dirty tool by creating a stripped-down client which only does the connection and rcon-handling. Good luck (Edit: Uhm, and you need a "reserved-slot" for this one connection as well)

my servers are the "very" famous flyrace ones... and i dont want that people are angry about my servers ... or when i join the game all other leave because they think i restart server not really nice

Just do my advice, set a reserved spot for yourself in the server.cfg instead, a tool like this isn't possible without recoding teeworlds. ( It can only handle 12 connections )
