So what he means is: Copy the modified audio Folder from you Clients data Folder & paste it in %APPDATA%\Teeworlds (opening config_directory.bat will get you there.)
as your Client will use the audio Files from you Configuration Directory over the ones in it's own data folder, open storage.cfg to learn more.

To make it permanent, make the change in a subfolder data/audio next to your downloadedmaps folder. Then it'll persist past updates.

For those of you who don't like the change made in 2012 that swapped the Chat message(sfx_msg-client.wv) with the Chat mention(sfx_msg-highlight.wv) sound.

Open your Teeworlds Client Folder, then data > audio,
1. Rename sfx_msg-client.wv to sfx_msg-highlight new.wv
2. Rename sfx_msg-highlight.wv to sfx_msg-client.wv
3. Remove the new from sfx_msg-highlight new.wv

Note that is per client folder, so you will want to copy the audio folder to any new version, Yes to over writing the existing folder/files.
